1 Nov 2025 – A growing number of developers in Singapore are turning to Virtual TOP (Temporary Occupation Permit) to redefine how building inspections are carried out. By using 360-degree image capture and digital collaboration tools, Virtual TOP enables inspections to be conducted remotely, helping developers save time, optimise resources, and improve coordination.
Digital Checks, Real Productivity
Instead of deploying large inspection teams to site, Qualified Persons (QPs), builders, and regulators can now review works virtually through a shared digital environment. The inspections are carried out with the same rigour as physical checks, but with far greater efficiency.

Focused, Not Full-Scale
Unlike traditional site inspections, Virtual TOP does not require scanning every inch of a development. Only a sample pool of typical and non-typical areas is captured, depending on the project’s design and complexity.
Before starting, project teams are encouraged to consult BCA early to determine whether their project is suited for a full-virtual or hybrid model. This early dialogue helps streamline the inspection plan and ensure alignment with regulatory requirements.

At the Virtual TOP Showcase co-hosted by REDAS, BIMAGE Consulting, and OpenSpace on 9 October 2025, industry leaders shared candid insights on how the solution is reshaping workflow and efficiency.

Ko added a practical lesson learned on site that drew knowing laughter from the audience:
“We realised the height of the worker doing the scans mattered. Our first operator was 1.9 metres tall, and the helmet camera was too high to capture the right angles! We switched to someone shorter for better consistency.”
