REDAS-Ageing Asia Dialogue 2025: Assisted Living Developments

20 November 2025 – REDAS successfully convened the inaugural REDAS–Ageing Asia Dialogue 2025, bringing together around 100 leaders across real estate, healthcare, legal, community care and the public sector to examine the future of assisted living developments in Singapore.

In his welcome address, REDAS President Mr Tan Swee Yiow noted that Singapore’s rapidly ageing population makes assisted living an urgent area for industry focus. He stressed the need to understand what seniors truly want and assess if current models are ready to support ageing well. He underscored that collaboration across government, operators and developers, spanning zoning, design and operating models, will be key to helping seniors age with dignity, connection and assurance.

 

Ms Janice Chia from Ageing Asia, delivered the keynote, outlining the US$4.56 trillion longevity economy and the growing demand for independence, autonomy, wellness-focused homes and social connection among ageing consumers.

 

From the public sector, Mr Choo Chin Hua from HDB, shared the evolution and impact of Community Care Apartments (CCA) as an integrated housing-and-care solution supporting ageing in place.

 

In the private sector segment, Ms Tong Ka-Pin from Perennial Holdings presented Perennial’s integrated care campus model and Perennial Living, while Mr Nathaniel Farouz from Keppel Ltd highlighted Sindora’s autonomy-first care philosophy, urban siting strategy and tech-enabled operating platform.

The closing panel discussion, moderated by Ms Chia, featured Mr Norman Ho from Rajah & Tann, Mr Tome Oh from TS Group, and the speakers, who discussed market readiness, regulatory clarity, affordability, technology adoption and intergenerational community models as key enablers.
