Virtual TOP Showcase: Exploring Digital Pathways for Smarter Inspections

9 October 2025, Singapore — The Real Estate Developers’ Association of Singapore (REDAS), together with BIMAGE Consulting and OpenSpace, co-hosted the inaugural Virtual TOP Showcase at Conrad Singapore Orchard. The engagement lunch drew around 50 professionals from across the built environment to explore how digital inspections are transforming project delivery and handover processes.

Virtual TOP (Temporary Occupation Permit) is an initiative by the Building and Construction Authority (BCA) that allows site inspections to be conducted remotely through 360° image capture and digital collaboration tools — improving efficiency, accuracy, and coordination between developers, architects, contractors, and regulators.

The session featured presentations and case studies from key industry representatives:

  • Benny Lau, BCA – shared insights on digital inspections, adoption trends, and the roadmap for integrating LIDAR and auto-detection technology.
  • Selene Soh, DEX – discussed how SGBuildex facilitates data exchange and interoperability across the construction ecosystem.
  • Ryan Chee, Qingjian Realty – offered the developer’s perspective from The Arden, highlighting improved coordination and early rectification of defects.
  • Richard Lai, ADDP Architects LLP – shared lessons from Midtown Modern, Singapore’s first Virtual TOP pilot with BCA and GuocoLand.
  • Ko Myo, TeamBuild Engineering & Construction – described how 3D scanning shortened inspection times and supported quality control.
Ryan Chee delivered insights and learnings from Qingjian Realty’s first virtual TOP pilot at The Arden
Ar. Richard Lai shared how ADDP Architect trialed virtual TOP, together with BCA, at GuocoLand’s Midtown Modern and Lentor Modern
